I mean, technically Blade Wolf DID get adopted... just AFTER the fight, not at its conclusion

What I remember about a retrospective on the topic of Rules of Nature is that, in this time, Metal Gears are actually becoming more and more obsolete and that Cyborgs were becoming the newest form of warfare.

As such it is the rules of nature that this warfare evolves to phase out the obsolete slowly. In this case Raiden is likely the predator in the matchup against Metal Gear Ray.

If all the vocal tracks in the game are sung from the perspective of each of the bosses, then you can make an argument that Rules of Nature is the perspective of Metal Gear Ray itself. Or, by extension, the Unmanned Gears as a whole. A song from the point of view of the autonomous weapons themselves.

Which means that Collective Consciousness.....

in MGRR the songs are about mainly the antagonists but they are also about the protagonist at the same time. You can apply the lyrics in equal measure of every song to both Raiden and whoever he's fighting.

"I don't know what I've been told, but the wishes of the people cant be controlled" I took more as khamsin is in disbelief of how he's being told to do something so bad, but he justifies it with the fact that the normal people wanted this (probably) like he knows what he is doing is bad but he wont let himself think about it or he will be punished or break mentally. After all soldiers that didn't want to do what they were told would end up killing their officers in the Vietnam war and be executed because of it.

Violence and the nature of escalation are a core part of MGR, and really, the blistering pace and high speed combat is honestly a great reflection of that theme.
