Main reason is the inherent tax evasive behaviour of some of the tax payers and then seeking relief in spite of paying actual tax/penalty/etc.

कोई भी करप्शन खत्म नहीं हुआ डिपार्टमेंट में अभी भी करप्शन जारी है और निकम्मापन लेट लतीफी उससे भी ज्यादा जारी है आज भी अपनी ऑनलाइन रिटर्न फाइल करने और ई वेरीफाई करने के महीनो बाद भी रिटर्न का प्रोसेसिंग पूरा नहीं हो पता महीनो महीनो तक अंडर प्रोसेसिंग रहती है रिटर्न और कई महीनो बाद भी इंटीमेशन लेटर आता नही है कभी ऐसे में रिटर्न भरने वाला हमेशा चिंता में डूबा रहता है यह निकम्मापन है आईटी डिपार्टमेंट का
