  I’m a certified safe food handler (where I live at least one is required in any business that sells/cooks food a great example is a cooking class) there is a danger zone for food ever after I believe 4 hours in the danger zone that food is considered unsafe to eat. I can guarantee that food has been in the danger zone long enough to be considered toxic because bacteria create toxins as they multiply. When you cook food that toxin do not cook out. Plus there is bacteria that has not been cooked out because of the fact that when bacteria get too cold they create a spore (I believe that’s the right term. I’d have to look back at my notes but it’s essentially a protective state so the bacteria don’t die.) they cannot be cooked out. So by the time some one has cooked, eaten, thrown out, and that man has picked up that food more bacteria has grown, more toxins have built up, and that food would be illegal to cook and serve.
