Ultrons creation actually isn’t really on Tony unfortunately Hank Pym wasnt introduced till the ant man film. Hank pym actually created ultron. Tony should’ve left it alone yes but he saw the destruction from space can’t blame him for wanting to be prepared for the ultimate threat which ended up being thanos
