I have been to Petropavlovsk. Lovely, incredibly hospitable people, charming town albeit decrepit. They loved to tell us that Moscow was 9 time zones away and had very little sway over them, but they went pale the moment the submarine base across the bay came up. They never saw military, and they would be about as welcome over there as we Americans would be. We changed the subject quickly. The scenery, however, is incredible. Oh, as the narrator says, there are NO roads that come in. You get there either by sea or by plane. In case of a major earthquake or volcanic eruption outside of town, they are stuck.
