  The cell saga was very interesting considering this topic. Multiple people were constantly taking the most powerful title. Outside of the side characters (tien, yamcha, krillin) everyone in that saga was the strongest at some point and sadly was the last time piccolo kept up with the saiyans.

  What I love about the Buu arc (aside from the delightful blob of whimsy Buu is), the series kind of takes a dump on the power creep that has been downright absurd since Raditz lands on Earth, by making the most powerful form of the villain not the last one to be fought, and by relying on a complex group effort that is filled with tension, to resolve the plot. Absolute peak Dragon Ball.

  Majin Vegeta is the strongest until Buu. Because, like you said, being dead doesn&apos;t count. And while Goku is among the living for a day, he still has the halo.

  If not including 16 since he didn&apos;t do anything till cell second feast, piccolo is the strongest for that brief moment amongst all the zfighters

  Goku is one of the strongest characters in all of anime, but more often than not, he’s not the strongest character in the Dragon Ball series. Dragon Ball’s power dynamic and shifts are an enigma.
