It seems to me that what China is doing right now is to make the Western public afraid of AI, like it is a threat to mankind, and it can destroy us, or anihilate us. The purpose is probably to create pressure on our politicians to limit or slow down the development of AI in our countries while China is developing AI at full speed without obstacle or moral hesitation. It is manipulation, and no matter what the international community would decide regarding the hazard of AI and how to proceed cautiously, the CCP would not respect their decision anyway. It's a strategy using propaganda in an attempt to slow us down.
