  Considering that Brilliant made up over half it's value, while Rocket was less than 1/3, I gotta hand the win to Brilliant.

  What really matters is which box paid for it’s self. Looks like the brilliant stars box wins in my eyes. But if we talk about pulls, the 1st edition 20yr old box wins

  Theoretically speaking (disclaimer: not 100% correct predictions included so take this with a grain of salt) with the posted prices for the video title (may vary some) the brilliant stars has made back 55% value off of purchase, while the team rocket made about 30.9% return. If trends continue as prior years the brilliant stars card value will rise. As most pokemon cards do. However the reason with card prices so high is that the market has been flooded with influencers, and lots of market manipulation has been going on recently. But say the cards do rise in value this purchase of the sealed booster was still 100 usd so even though it is 55% return on money spent that in 20 years could be thousands more percantage return than the 100 usd spent. so yes even now it is better to buy the brilliant stars. Not only is it cheaper but it also has a more likelyhood of growing in value. [The better choice would be to buy a brilliant stars booster]
