Fines for littering start at $580 (individual) and $1,400 (corporation) where I live. $135.00 is a pretty low amount to pay.

The biggest violator I've ever known was the head game warden for the county I lived in. He didn't like deer eating his landscaping and would shoot them with a .22 rifle from his deck and offer my family the deer sometimes. It's how I learned how to break down an animal.
