Josuke's hairstyle is called a pompadour.
In Japan, it's called "Regent."

In the 1980s, there was actually a time when there was a delinquent boy boom in Japan.
At that time, this hairstyle was popular among delinquent boys.

The only reason Joseph hated Japanese was because he felt lonely when his daughter married a Japanese man and moved far away. Other than that, there was no other serious reason, and he didn't really hate Japan. In short, It's the same as a child being sulky. In fact, he was good friends with Kakyoin, who was Japanese, and even had an affair with a Japanese woman.😅

For Clarity, just in case theres any confusion cuz a lot of Jojo fans get this wrong. Star Platinum is still as strong as he was in P3, Jotaro said that he had not used his power to STOP TIME in 10 years, not that he had not used STAR PLATINUM in 10 years because of reasons you'd find out later.(this isnt really a spoiler as i think its obvious) since Jotaro cant hang around in Morioh for the rest of his life, Jotaro spends a lot of time Mentoring josuke and thats why he will not finish a fight immediately if he see's an opportunity to teach, unless of course if the situation of very dangerous and he has given up on relying on the person

Morioh, a beautiful sea-side town.... with whole lots of dark secrets.

Josuke really is resourceful just like his papa. But while Joseph was a rogue-ish fellow, Josuke is a punk with a heart of gold.

The artsyle is so much different from part 3 because Araki changed it during the whole manga, maturing his art during this part. So the animators just took the artstyle of the end of part 4 and applied it to the whole part.
Part 4 is set in 1999 cause of the song by Prince "1999".
The fact Jotaro is a marine biologist was hinted in episode 24 of part 3 when, after defeating High Priestess, he examinates a starfish before putting in back in the see and when he was reading a marine magazine in the barber shop with Polnareff.
Josuke Higashikata is named jojo because the kanji "-suke" in his name can be red as "jo" in Japanese, and he is Araki's favorite Jojo.
One of the bullies insults his hair by claiming it looks like Astro Boy's, the manga written by Tezuka, who is considered the father of manga (Araki became a succesful mangaka after winning one of his contests).
His appearance is based on the singer Prince (which is also his and Araki's favorite musician), his hair are based on the '90s Japanese students and bullies one.
The song Josuke's stand (Crazy Diamond) refers, "Shine on you crazy diamond" by Pink Floyd, was made for Syd Barrett, which is one of the founding member of the band, who is said to be able to open people's heart and heal people thanks to his music but he was never able to do it for himself. That's why Crazy diamond can heal everyone and everything except for Josuke himself.
Jotaro knows that Josuke had a fever when he was 4 years old because it was the same period of time when the Crusaders when going after Dio. That's because Holly and Josuke are technically siblings, so they both suffered from Dio's influence on them and awakening of their stands. We could say Joseph cheated not only his death lol.
Koichi's surname "Hirose" is a river near Sendai, the city Araki was born and which is an inspiration for Morioh's surroundings (often called S. city). Indeed, Araki wanted to changed a lot the story setting from the previous parts and make part 4 unique in this sense.
Koichi's name and basic appearance are likely taken from Koichi Mugikari, the main character and a narrator of one of Araki's earlier works, Cool Shock B.T..
Anjuro Katagiri is a reference to Angelo Badalamenti a singer, and his stand Aqua Necklace refers the album Aqua by Asia.
The story of a killer mistery in a little town is likely inspired by the David Lynch television series Twin Peaks.
Of course, Josuke was playing "Oh! That's a Baseball '99", in which he customizes the members of his team to resemble Crazy Diamond, similar to Jotaro's and Telence T. D'Arby's team members' resemblances to their respective Stands during their battle in part 3.
The ending is the song "I want you" by Savage Garden. Cant wait for next episodes!
