Dubai is NOT the busiest international airport on the planet. Last year DXB moved 95.1 million passengers while Atlanta moved 106.3 million passengers.

No because Emirates Airlines is expanding on remarkable level. The airport is operating on its full capacity. For further expansion with no limits Emirates needs a large airport with more runways to deal with a significant large volume of passengers.
