Excellent class as it always seems to knock me back when I see negative exponents, but now I know the rules...... practise rules too, so....

My college algebra teacher had a excellent way to remember the property for dealing with exponent like you did in the second solve. Think of a negative exponent as a crying baby. The baby wants to be moved. If on the first floor you move to the basement and exponent becomes positive(baby stops crying). If in the basement you move to the the first floor and exponent becomes positive(baby stops crying). It has been many years and I have never forgotten this lesson.

When dividing, subtract the powers. 10 is also 10^1.<br>1-(-3)=4<br>10^4=10,000

At the title card (0.02), my answer is d) 10000.<br>10^0 would be 1, and each step of the negative exponent moves the decimal a space to the left, so 10^-3 is 0.001.<br>Then, when we divide isomg that result as the divisor, we take the dividend, 10 and move the decimal three steps to the right, giving us 10000.
