The point of showing all the inter-office backstabbing and jockeying for position within the ISB is to demonstrate that none of these people are true believers of the Empire, and are instead using it to carve out a career or secure some sort of power within the system. They are entirely motivated by selfish desires. This contrasts with the heist crew, who are all (with the exception of Cassian) motivated by the cause.

Also, Luthen gave the kyber crystal as a downpayment to show that this transaction was in good faith and that he intended to pay him, but it also symbolizes Luthen’s personal faith in Cassian. Luthen initially hoped to get Cassian on board using ideological persuasion, but he quickly realized that Cassian was entirely self motivated. By giving him the crystal, he’s hoping that this demonstration of faith will eventually convince him to embrace the cause.

The crystal was a downpayment for the $200,000 Cassian was promised for the heist. He also returned the crystal by giving it to Val to give to Luthen.

So glad you’re doing this, it’s a fantastic piece of television.
A deep insight into how a rebellion comes about and functions.

Remember Nemik's last words, "Climb, climb" and how often the phrase "climb" comes up in Andor's story. All the way down to the last words of K2-SO in "Rogue One".
