imagine proton with a slowpoke that evolves into slowking later for the johto rep. considering that team rocket is down in slowpoke well to traffic slowpoke tails, him having a slowpoke that he forces to fight against the others of its kind would be pretty evil and cruel LOL

Hoppip is no way a bird looking pokemon.

Yanma with double team and sonicboom for the second gym may be overkill. Sonicboom, a move that reduces target HP by 20, already seems like too much.

TBH, back then, nobody cared about the "lack of 2nd gen pokemon in johto", nobody was tired of the first gen pokemon or kanto, on the contrary, people were still watching reruns of the first season (anime) , and playing the first gen too!
I think Game Freak was really wise giving us homeopathic doses of new pokemon, just enough to make the game feel new and worth exploring, but not enough to outshine the first gen pokemon people still LOVED.

At the point I'm writing this, I'm about up to the 2nd rival fight, and I feel there's some... questionable decisions made?
First up, giving the rival a Zubat to "hint towards the cave in the area"... when said cave is in the opposite direction from where he just stole the starter? That doesn't really make sense, if he already had a Pokemon when he stole the starter, locking in on Zubat for that feels a bit... off? Could maybe explain that with his connection to Team Rocket, it having egg moves as well, but in that case, why Zubat specifically rather than a Meowth or something, something more closely associated with Giovanni?
For Falkner, I also have to question why "Skarmory wouldn't fit him". Like, it being too strong for a first gym I could get... but not fitting him? In the Pokemon manga he catches one when Gold comes around and it pretty much becomes his signature Pokemon. It perfectly matches his "bird keeper"-theme. Instead he gets a... Skiploom? Which isn't even a bird?
Then for Proton, giving him Snubull is unique and kinda makes sense, if you want to lean into his personality and also give the Rocket Admins all Johto aces... but what is up with the rest of his team? I get Mankey at least, again for flavor, but Tentacool is by no means a common Pokemon for Team Rocket. In the first place I feel him having at least one Koffing is fine, the reason he has one in the first place is because they learn Self Destruct, they explode, just like he does, getting angry easily. But then we also get to the movepools and I feel it's at this point where it goes a bit too far. I feel in the first place doing stuff like giving Zubat a movepool of only egg moves is a bit off, and in general an over-reliance on egg moves, relearner moves and TMs, Pokemon-games generally stick with the natural learn-set for in-game trainers with some exceptions like the gym leaders using their TM-moves and just sometimes egg moves, but a lot of these movepools are way more optimized, in a way that goes beyond just "fixing" these trainers, it feels like you're going out of your way to also "fix" their Pokemon. And then going even further by putting illegal moves on there? If it's to show that Team Rocket is experimenting with these Pokemon, just the amount of egg moves and TMs that are already on these Pokemon is abnormal enough in the context of most Pokemon games to evoke that kinda image.
For Bugsy, I feel just giving him Scyther and Heracross is enough. Replace the two useless cocoons with Heracross, that seems fair, both of these Pokemon are quite strong for that point in the game (even if you can search for hours to get a Heracross yourself that doesn't change this fact), if you want extra difficulty I feel making Bugsy a double battle gym leader would make sense (since this is from a Gen 4 perspective), and his gym does in fact already have a double battle before him so it honestly would work out that way as well. No need for Tailwind or anything.
And for the 2nd rival fight... honestly just giving Croconaw Aqua Jet perfectly encircles my point about movesets, like, it just HAD to have a physical water-type move, so you gave it an egg move with the same strength as Water Gun to stay in that same ballpark... but it being an egg move, the starter croconaw should not have access to this move in the first place, it didn't have this move as a Totodile. And it's just such a useless addition, because Croconows special attack isn't even that much lower to the point where its Water Gun should be significantly weaker than Aqua Jet. It's just... needlessly optimized. And Bayleaf of course had to get two egg moves. Like, I get trying to make these fights also a bit more difficult while at it, but I feel "fixing" should also stay in the bounds of what's realistic, and just abusing the concept of egg moves to optimize movesets just is not it.
With Whitney, I get the point about a "lack of coverage", although at the same time I don't see what throwing Icy Wind and Thunder and Ice Fang on her Pokemon is meant to accomplish. Alongside Rollout, this just evokes the image that she hates Flying-types... and thus Falkner as well probably. Fire Fang at least is a move Snubbull should naturally have at level 1 until it learns its next move at level 7, if I'm looking at its move pool correctly, that would ACTUALLY increase her coverage. I'd argue Clefable doesn't even need coverage since its main way of attacking will be Metronome anyways, which will always have a different type, the reliable STAB-option it originally had in form of Double Slap made way more sense. I also feel like her getting 2 extra mons when she was, due to Miltank, already easily considered a difficult fight for that point in the game, is way overkill. Just adding one would be more than enough.
For Silvers 3rd fight, I feel giving it Thunderbolt at that level is just overkill, if we're already overly relying on TM-moves just giving it Shock Wave works out if it is to have a stronger move than Thundershock. And in Kadabras case I'd say less is more, it's not going to live long anyways, so giving it Encore feels counter productive in the first place, and for what, a potential "strat" where it first Encores into a move and then Disables it? Just to end up still getting knocked out by the Struggle?
Now, for Morty, I do actually like the inclusion of Stantler and Natu to add to his teams variety, rather than just doing to standard "there are only 2 Ghost-types up until Gen 2 so the most noteable change is he now has a Mismagius as an ace". In all honesty, I don't think Mismagius makes sense as Mortys ace so I'd vote for Gengar still being his ace over Mismagius, but under the premise of this video with every gym leader having a Pokemon of their region as their ace (although Mismagius is technically a Sinnoh-Pokemon), Mismagius being his ace is definitely the choice... In that case though I feel him having both Mismagius and Gengar is overkill, Haunter more than should do the job. Also for Stantlers moveset, it having NO Ghost-type moves is a no-go imo, it naturally learns both Astonish and Confuse Ray for easy Ghost-type representation, and for a more meaty move, Shadow Ball being Mortys TM is THE ONE scenario where it should definitely run a TM and it'd be more than justified.

Erika in gen 1 has two aces kind of. Her gloom and weepingbell or vileplume and Victribil are the same levels. Even in gen 4 her bellesome a split evolution is the same level as victribik

Since you're talking about the remakes anyway, I think it would be fair that in cases like morty where the Pokemon of a certain type are laking, you use gen 3 and 4 Pokemon as well. I like the changes other than that though.
