For anyone curious just because I feel like being a nerd right now:

"7%" or "7 per cent" means "7 for every 100." So at 250 mana, you are getting (7 x 250)/(100) or 7 x 2.5, which is 17.5. You can quick check this knowing that 7 x 2 is 14 and 7 x 3 is 21, so it would be exactly halfway between those two numbers. You can also verify this by seeing that he was at 11 intelligence from his passive when he escaped Tsuku and Thor before backing, and then at 28 intelligence when he bought the tome. So buying tome, SPECIFICALLY for Kuku, does give more intelligence than buying just a gem.

It does cost 50 more gold, but even then, tome is TECHNICALLY more intelligence per cost spent. Gem is 15 int for 450 gold, which is 0.033333... int per gold, while tome at 17 int for 500 gold is a flat 0.034 int per gold. Practically, that difference is so close to 0 that it doesn't matter in the slightest. But since you're getting 250 and 2 mana regen on top of that with the tome, the tome will be worth more on Kuku literally every single time, regardless of whether or not you already have Book of Thoth.
