  If any dominion refuses the proposal, you can actually annex ALL dominions to complete the last focus. (based on personal experience) The focus requirement stated that either ALL dominions have to accept or not exist. Although it takes much much longer to complete through this method but still better than a restart I think.

  note: brazil becoming a major was unavoidable, the majors are iirc the 8 countries with the most factories, so if there&apos;s less countries than that left, they&apos;re all majors, period

  In theory you could’ve gotten more cores. France has a focus to core some of its colonial land, after they you could get the Franco-British union thus giving you all of those colonial lands too. Also some generals.<br><br>Edit: you can help this along by puppeting France and letting Germany take them.
