On the one hand, this was an already planned withdrawal, so the move out is expected. On the other hand, they did NOT plan on leaving the region in circumstances like this. It was meant to be the final wind down of ME operations after the Iraq war, not a hasty retreat in the face of a newly emboldened power and the collapse of US influence across the whole region.
